Sir,
I have the honour to forward you a letter from Messrs. Butterfield & Swire together with a plan which has been subjected for my approval showing the proposed road to be followed by the line of pipes from the new reservoir on I.L. No. 1336 to the Sugar Refinery at Quarry Bay.
I am unable to find anything in the correspondence with Messrs. Butterfield & Swire or in the conditions of sale of I.L. 1336 regarding the right to lay the line of pipes to Quarry Bay, and I therefore forward you the application for the consideration of His Excellency the Officer Administering the Government.
The proposed road is clear of all war department lands and reserves and does not interfere with any private property or rights, and I would submit that I be authorized to inform Lesers. Butterfield & Swire that permission will be granted to them to lay the pipes as shown on plan, subject to a payment of $1.00 per annum and that the Government reserves to itself the right to dispose of land across which the pipes pass subject to a right of entry to be reserved to them for the purpose of inspecting or repairing their pipes.
